Ventilated facades in Galician municipalities with less than 5,000 inhabitants will receive a 100% subsidy. Those interested in aid for energy rehabilitation actions in existing buildings in municipalities with a high population, the so-called PREE 5000, can submit their applications until 30 September.

In November, the Xunta published the resolution announcing the programme, which has a total budget of 3.8 million euros.

This is the first of the lines financed by European funds that will be announced by the Xunta for the first time this year, with the aim of contributing to achieving the environmental and energy objectives set out in European regulations through the implementation of actions in existing buildings that promote the reduction of their final consumption and CO2 emissions through energy savings, efficiency improvements and the use of renewable sources.

Eligible actions will be carried out in buildings located in municipalities with less than 5,000 inhabitants or in non-urban municipalities with less than 20,000 inhabitants, provided that none of their settlements exceeds 5,000 inhabitants. The property must have been built before 2007 and may be a single-family dwelling, a building of a collective residential typology or a dwelling in a building considered individual.

Thus, natural or legal persons, as well as communities or groups of communities of owners who own the properties in which the eligible actions are to be carried out, can benefit from this line of aid, the amount of which can cover up to 100% of the cost of the eligible works, provided that they meet all the criteria established for obtaining additional aid.

Likewise, the work to be carried out must fall into one or more of the following categories: improving the energy efficiency of the thermal envelope; improving the energy efficiency and use of renewable energy in heating, air conditioning, cooling, ventilation and domestic hot water systems; improving the energy efficiency of lighting systems.

In this sense, the actions subsidised by the Instituto Galego da Vivenda e Solo in the framework of the PREE 5000 must achieve a reduction in non-renewable primary energy consumption of 30% compared to the current situation of the building and, in addition, improve the total energy qualification of the building by at least one letter. This last criterion does not apply if the building already has an A rating.

The aid will not have a fixed amount, starting from a minimum equivalent to 20% of the eligible costs and reaching up to 100%. Thus, the specific amount will vary according to the type of action, the building to be renovated or the energy efficiency objectives achieved after the renovation.

In all cases, the subsidy granted will be the result of the addition of the basic aid -which will vary between 20% and 50% of the eligible costs- and the additional aid that corresponds in each case to the fulfilment of a series of social criteria -for example, whether the building is under public protection-, of energy efficiency -when the building obtains an A or B rating or increases its initial situation by two letters- and if it is an action that includes work corresponding to two or more typologies.

Definitive incentive for refurbishment

In order to continue the Xunta’s commitment to the rehabilitation of the built heritage, the Regional Ministry of the Environment, Land and Housing will issue tenders or carry out direct actions for an amount of 157 million euros.

Specifically, with the 117 million euros of European funds, it plans to mobilise 360 million euros over the next few years and to intervene energetically in 11,500 dwellings, making them more sustainable and achieving an approximate saving of 5.6 tonnes of CO2 per year for each building. In addition, this unprecedented budgetary effort will benefit some 16,000 families and generate 17,000 jobs.
